Gerard Joab

As  the Senior Program Director, Gerard Joab leads a staff of five at the Newark based office.  Gerard began his tenure at Greater Newark & Jersey City LISC in 1994.  Gerard brings to LISC a strong knowledge of community development from a grassroots perspective. Previously, Gerard was the Executive Director of the Donald Jackson Neighborhood Corporation.


Gerard was the New Jersey delegate to President Clinton’s Little Rock “Urban Issues Summit” in 1993. He has served on numerous boards. In 1993 Gerard was honored as a recipient of the Prudential Foundation’s National Prize for Non-Profit Leadership.

Judith Thompson-Morris

Judith Thompson-Morris, Senior Program Officer, came to the Greater Newark & Jersey City LISC in 1995.  Ms Thompson-Morris is responsible for providing technical assistance in addition to underwriting and monitoring loans and grants to CDCs in the cities of Newark and Irvington.  


A planner by training, Ms. Thompson-Morris has worked previously for the City of Jersey City as a Senior Planner in the Planning Department and Project Manager with the City’s Affordable Housing Division.  A member of the American Planning Association, Ms. Thompson-Morris has a Masters of Science in Urban Planning from Columbia University.

Philip Hoffart

Philip Hoffart, joined Greater Newark & Jersey City LISC as a Program Officer in March 2003. Philip focuses on providing technical assistance to CDCs in Jersey City and underwriting loans and recoverable grants for CDC projects in Jersey City, Orange and East Orange.


Prior to LISC, Philip was a Loan Officer with McAuley Institute in Silver Spring, Maryland. He holds a Bachelor of Arts in Sociology from the University of Massachusetts-Amherst and a Master of Science in Management & Urban Policy from the New School University’s Milano School.
