HIP Guidelines


Eligible Developers | Nonprofit housing developers that have been pre-approved by the Support Collaborative.


Eligible Projects
 | One-to-four family existing properties in Hartford and infill new construction projects in the six neighborhoods listed below under funding priorities.  The project must be developed for sale to owner-occupants. Construction costs must constitute at least 50% of the project’s total development costs.


Grant Amount
 | Incentive grants will range from $2,500 to $10,000 per unit depending on the cost the project and funding availability. 


Funding Priorities
 | First priority will be given to projects involving the rehabilitation of existing one-to-four unit properties in neighborhoods where the rate of owner-occupancy is low including: Asylum Hill, Clay Arsenal, Frog Hollow, Northeast, South Green and Upper Albany.  Second priority will be given to high impact properties in targeted areas where the project reinforces investment by the city or completes a comprehensive development plan that is underway and where funds for the project are in-place so that the project will be complete within 12 months.
