Training Programs
In 1988 Los Angeles LISC created the Affordable Housing and
Community Development Training Institute.
The Institute was introduced in response to an unmet educational
need for a comprehensive program to
develop the skills of the staff of CDCs, initially at the executive director
level during the nascent state of CDCs in Los Angeles, but now more regularly
entry-level project managers to accommodate staffing transitions. LISC’s training programs have
represented a significant investment in the development of human capital by
increasing the skills of new and existing staff. Together with other resources such as
the low income housing tax credit and various local and state subsidy funding,
the training program has been a critical part of the surge of the community
development field in the state particularly in providing CDCs with the capacity
to develop affordable housing projects.
Almost 90 staff from 57 non-profit housing development
organizations have graduated from these programs, thereby positioning LISC as
the premier affordable housing development training organization in Los
Angeles.
As CDCs began to
amass a critical number of housing units, there was a natural inclination to
ensure their capacity to manage the properties and ensure the physical integrity
and habitability standards in order to protect the public and private
investments, preserve the assets and provide long-term housing for low-income
households. In that regard, in
1996, LISC Los Angeles established an Asset and Property Management Training
Program that is designed to provide a practical application curriculum for
staffing from the senior management level within the organization to the
resident/site mangers operating at the projects. Seven modules are offered, including
Asset and Property Management Overview (for senior/supervisory level staff),
Advanced Project Management, Financial Operations, Occupancy/Compliance,
Maintenance, Project Based and Organizational Plans, Resident Management, Site
Administration and Record-keeping, and Tenant Relations/Supplementary
Services. To date, over 300 people from more than
50 organizations have participated in the Asset/Property Management
Training.
