TERESA BRICE
Executive Director

Teresa Brice is a respected professional in the non-profit sector with broad experience in bringing together community groups with policy makers. Her commitment to community advocacy began over 25 years ago as an attorney for Community Legal Services, where she assisted neighborhood groups in the Phoenix metro area to apply for Community Development Block Grant funding for grass-roots projects.

Teresa has been involved in shaping policy at all levels: she served on the Task Force to create Mesa’s first Housing Master Plan; on the Regional Workforce Housing Task Force for Maricopa County, on Arizona’s State Housing Commission, on the steering committee for the Community Development Coalition of Arizona and on national advisory boards for the Enterprise Foundation and JP Morgan Chase Bank.

In September 2005, Teresa was awarded the prestigious Loeb Fellowship through the Graduate School of Design at Harvard University for the 2005-2006 academic year. At Harvard she explored urban planning and design and Smart Growth policies.

Teresa was named Program Director for the Phoenix office of the Local Initiatives Support Corporation (LISC) in August, 2006.

TERRY FILLOON

Terry Filloon joined LISC Phoenix in October 2006. She brings broad experience in financial services, information technology and advertising to her new position, along with expert organizational, leadership, customer support and communication skills. A consummate professional, Terry most recently worked with the Community Development Group at Bank One/JPMorgan Chase.

Terry shares 3-1/2 acres of desert on the outskirts of town with Arabian horses and Siberian Husky dogs. There's room enough for holiday gatherings with their 6 children, 18 grandchildren and 13 great-grandchildren.

Paul Harris has worked his entire career in the affordable housing and community development industry at all levels of government, including HUD, the City of Phoenix and the State of Arizona, as well as 12 years in the private commercial real estate development industry, focusing on the redevelopment of existing central city areas. As the former Technical Assistance Coordinator for the Arizona Department of Housing he has established relationships with many non-profit agencies in the areas of capacity building, needs analysis and community planning, project planning, financing, underwriting and project development and has had direct working relationships with many of LISC’s local non-profit affiliates and partners.

Karen Sutherland brings more than 14 years of community and economic development experience to LISC Phoenix, most recently assisting the Dudley Street Neighborhood Initiative build capacity in their GOTCHA (Get Off The Corner Hanging Around) youth employment program. Previously, she was a management counselor for the University of Massachusetts Small Business Development Center, executive director for the Egleston Square Main Street program, and director of the Business Resource Center for Neighborhood Development Corporation of Grove Hall.
